Job description
The National Assembly of Zambia invites applications from suitably qualified and experienced candidates for the position of Legal Officer (x4).
Main Duties and Responsibilities
- Provide legal advice to the National Assembly Management and Members of Parliament on legal aspects concerning the running of the National Assembly and its mandate.
- Render legal opinions to Management on Parliamentary and Administrative matters.
- Examine and closely follow proceedings on Bills in the National Assembly and ensure passed Bills are assented to and published as Acts of Parliament.
- Draft Private Members’ Bills and amendments to Bills.
- Provide analysis for Bills and International Agreements presented to the National Assembly.
- Draft rulings and announcements for the Speaker and other Presiding Officers.
- Scrutinise contracts and memoranda of understanding entered into by the National Assembly.
- Conduct research on procedural matters and participate in revising Standing Orders and Members’ Handbook as required.
- Attend to litigation in conjunction with the Attorney-General’s Chambers.
- Provide secretarial services to committees and prepare weekly updates on matters connected with the business of the House.
- Perform other duties as assigned by the supervisor.
Qualifications and Experience
- Full Grade 12 School Certificate.
- Diploma in Legislative Drafting.
- Bachelor of Laws Degree (LLB) from a reputable University.
- Holder of a valid Practising Certificate and an Advocate of the High Court of Zambia.
- Member of the Law Association of Zambia (LAZ).
- Minimum of 3 years’ work experience.
