Key responsibilities
Conduct an immediate internal HR compliance and workforce audit.
Develop, update and standardise employment contracts, appointment letters, job descriptions,
reporting relationships and staff establishment records in line with applicable requirements and
approved structures.
Lead end-to-end recruitment, including vacancy planning, advertising, shortlisting support, interview
coordination, reference and qualification checks, selection documentation, offers, onboarding and
probation management.
Introduce a practical performance-management system with clear objectives, measurable indicators,
regular check-ins, appraisals, improvement plans, recognition and documented follow-up.
Develop and implement priority HR policies, procedures, templates and registers, including
recruitment, induction, leave, attendance, code of conduct, grievance, discipline, safeguarding, equal
opportunity, performance management, separation and records management.
Monitor HR-related legal and statutory compliance and coordinate accurate employee information for
payroll, NAPSA, NHIMA and other applicable obligations, working closely with Finance and
management.Prepare an annual staffing and staff-development plan; identify skills gaps; coordinate induction,
training, mentoring, succession, handover and capacity-building activities.
Support organisational restructuring and change management through transparent staff
communication, fair processes, consultation, transition planning and protection of institutional
knowledge.
Advise the CEO and managers on employee relations, workforce planning, role clarity, discipline,
grievances, conflict resolution and consistent application of approved policies.
Establish HR dashboards and submit concise monthly reports on staffing, vacancies, turnover,
attendance, leave, performance, training, employee relations, compliance risks and actions required.
Promote a professional, accountable, inclusive and service-oriented workplace culture across the
College and its operational entities.
Minimum qualifications and experience
Bachelor's degree in Human Resource Management, Industrial or Organisational Psychology, Business
Administration, Public Administration or a closely related field.
A relevant postgraduate qualification will be an added advantage.
At least five years of progressively responsible human resource experience, including practical
responsibility for recruitment, employee records, performance management, employee relations and
HR compliance.
Demonstrated experience establishing or strengthening HR systems in a growing organisation,
education institution, social enterprise or multi-entity business environment.
Sound working knowledge of Zambia's employment and labour-relations requirements and statutory
employee obligations.
Current professional membership with the relevant human resource professional body in Zambia,
together with any applicable practising credentials.
Strong computer skills, including Microsoft Word and Excel, HR databases, reporting tools and secure
electronic records management.
