1.Organization Background

The Salvation Army, an international movement, is an evangelical part of the universal Christian Church. Its message is based on the Bible. Its ministry is motivated by the love of God. Its mission is to preach the gospel of Jesus Christ and to meet human needs in his name without discrimination.

The Salvation Army (TSA) is spread across all provinces of Zimbabwe, with over 52 schools, 3 health centres, 4 social centres for the elderly and destitute, 3 community development programmes focusing on resilience, agriculture, education and economic development.  Furthermore, TSA has about 1,000 worship centres which provide Sunday worship services in recognized local languages and fellowship meetings during the week, as well as social care and community outreach programs

  1. Project Description

The Salvation Army Zimbabwe has been working with 4 districts of Zimbabwean communities for 3 years with the overall goal of strengthening the resilience of livelihood to shocks in the provinces of Manicaland and Mashonaland by diversifying the sources of food security and incomes.

Building on the achievements of the previous phase infrastructure and some gains, this is a follow up three-year project seeks to leverage and recover communities from the effects of El Nino so as to cushion the communities in food security, water supply and incomes and generally improve their resilience to the effects of climate change. It is focusing on value addition to some produce that will be coming from the gardens, honey, dairy produce and market linkages to the farmers in the projects. The proposed next phase of the project (SCARL Phase 2) is also designed based on findings and recommendations from a recently concluded end line evaluation.

3.Overall Goal:
Equitable, sustainable, and resilient food security and income for vulnerable households in four rural districts of Zimbabwe

  1. 4. Site Background and General Description of Works

The water supply system relies on abstracting water from the existing river to the three masonry water storage tanks. The existing infrastructure has deteriorated due to damaged pipes resulting in erratic and unreliable water supply system. The main scope of works includes rehabilitation of water storage masonry tanks and installation of new pipes on the existing main line. The existing main line has been affected by frequent pipe bursts due to wrong sizing and selection of piping materials (size and class). Water from the existing masonry tanks is to be delivered to three separate gardens by gravity however these gardens are yet to be established. The estimated total distance between the water source and the last storage tank is +-14km and each garden must have its own separate water storage tank to easy management.

  1. Project Objective

To rehabilitate and restore the river water abstraction siphoning, transmission, and storage in the tanks infrastructure to ensure a reliable and sustainable water supply for irrigation purposes

  1. DETAILED SCOPE OF WORKS

6.1 Assessment and Survey

The contractor/consultant shall:

  • Conduct a detailed site assessment of the entire water abstraction system.
  • Assess the river intake, pumping station, siphon line, transmission pipeline, and storage tanks.
  • Identify damaged components and prepare a rehabilitation plan.

6.2 River Intake Rehabilitation

Works may include:

  • Clearing vegetation, debris, and silt from the intake area.
  • Repairing masonry, concrete, or stone intake structures.
  • Replacing damaged screens, gates, and control structures.
  • Strengthening erosion protection works.

6.3 Pipeline and Siphon Rehabilitation

  • Inspect all water delivery pipelines.

6.4 Storage Tank Rehabilitation

  • Drain and clean storage tanks.
  • Repair cracks and structural defects.
  • Re-plaster and waterproof internal surfaces if need be.
  • Repair inlet, outlet, overflow, and drainage structures.
  • Extend the supply line to the garden sites
  • Roofing of the storage tanks

6.5 Environmental and Safety Measures

  • Ensure safe disposal of construction waste.
  • Maintain worker health and safety standards.
  • Minimize disturbance to river ecosystems and downstream users.
  1. Deliverables

The contractor/consultant shall provide:

  1. Detailed rehabilitation work plan.
  2. Progress reports.
  3. Quality assurance and testing reports.
  4. Final completion report.
  5. Conduct Operation and maintenance training
  1. Expected Outputs
  • Functional river intake structure.
  • Rehabilitated siphon/transmission pipeline.
  • Operational pumps and control systems (where applicable).
  • Repaired and fully functional storage tanks.
  • Improved water delivery to irrigation sites.
  • Reduced water losses and downtime.
  1. Implementation Period

The assignment shall be completed within 8 weeks from the date of contract commencement.

  1. Qualifications of Contractor/Consultant

The contractor/consultant should:

  • Be registered and licensed to undertake civil and water engineering works.
  • Have at least 5 yearsof relevant experience in irrigation and water supply systems.
  • Demonstrate experience in rehabilitation of water abstraction, pumping, and storage infrastructure.
  • Have qualified engineers, technicians, and safety personnel.
  1. Reporting and Supervision

The contractor/consultant shall report to:

  • Projects Lead
  • Irrigation Scheme Management Committee
  • District Subcommittee Chairperson
  1. Acceptance Criteria

The project will be considered complete when:

  • All rehabilitation works are completed according to specifications.
  • System testing confirms design performance.
  • Storage tanks are fully functional and leak-free.
  • Water is successfully conveyed from the river to the main irrigation tanks.
  • Final inspection and handover are approved by the client.

 It is against this background that Salvation Army seeks the services of the professional contractor to execute the above stated scope of works.  Please kindly bear in mind that for this assignment the organization has adopted a three pronged or multistage process where all prospective contractors or bidders are obliged to follow.
