The Role

At Last Mile Health (LMH), we work to deploy a health worker within reach of everyone, everywhere. Do you have experience in health financing and a passion for driving systemic change in resource-constrained settings? If so, you may be our Advisor, Health Financing with the Malawi program.

The Advisor, Health Financing, will work under the guidance of the Directorate of Policy Planning and Coordination and will report directly to the Deputy Country Director for day-to-day implementation and in-country government engagement, with a dotted-line relationship to the LMH Director of Health Financing for technical mentorship. The Advisor will be embedded within the Directorate of Planning and Policy in the Ministry of Health and Sanitation, providing technical support to advance Malawi’s health financing reform agenda while strengthening the Ministry’s capacity to engage with the private sector, investors, and development finance partners.

The Ministry of Health is pursuing innovative and high impact approaches to mobilize additional resources for the health sector, strengthen financial protection, and accelerate progress toward Universal Health Coverage (UHC). Building on the Health Sector Investment Compendium and other health financing initiatives, the Advisor will support the Ministry in translating investment opportunities into actionable financing and implementation pathways. Particular emphasis will be placed on identifying sustainable financing approaches that strengthen frontline health systems, including community health services, primary health care delivery, digital health solutions, and health infrastructure for underserved populations.

The Advisor  will serve as a bridge between the Ministry of Health, Ministry of Finance, development partners, investors, financial institutions, and private sector actors, ensuring that HSSP III and National Community Health Framework (2023-30) priorities are reflected in national policies, budget decisions, investment strategies, and accountability processes.

This position is a 24-month Fixed-term role with the potential of renewal. This position is only open to candidates who are currently located and authorized to work in Malawi. This role is onsite and located in Lilongwe, Malawi.

What You’ll Do

Financial Protection & Equitable Access Frameworks.

• Develop economic models to generate economic and social evidence to support high-level health policy advice to senior government decision-makers, including the Minister of Health and other senior management officials
• Support development of recommendations on service design, provider payment mechanisms, and financing structures to translate findings into actionable policy reforms.
• Support analyzing sector-wide budget allocations to enhance financial efficiency, track expenditure, and identify opportunities for improved value for money.
• Support the design and implementation of policies aimed at reducing out-of-pocket expenditure and strengthening financial protection.
• Conduct health financing reform options analysis, including assessments of health levies, strategic purchasing, results-based financing, insurance mechanisms, and other innovative financing approaches.
• Improve and maintain national health financing information systems, including National Health Accounts (NHA) and related analytical databases

Private Sector Mapping and  Engagement for the Health Sector

• Support implementation of recommendations emerging from the Health Sector Investment Compendium and other health investment initiatives.
• Identify and assess opportunities for private sector participation in health infrastructure, diagnostics, digital health, supply chains, emergency transport systems, community health, and other priority service areas.
• Facilitate engagement between the Ministry, private sector actors, investors, development finance institutions, commercial financiers, and development partners through the private sector engagement TWG.
• Support the preparation of investment briefs, concept notes, business cases, and pitch materials for priority health sector investments.
• Monitor implementation of policy and regulatory reforms required to unlock private investment in the health sector.
• Track progress of priority investment opportunities and support coordination between the Ministry of Health, Ministry of Finance, PPPC, investors, and development partners.
• Contribute to investor roundtables, market sounding exercises, and health sector investment promotion activities.

Domestic Resource Mobilization at District Level

• Develop direct resource mobilization strategy and financing roadmap with a stakeholder engagement framework.
• Conduct asset mapping of high-net-worth businesses and cooperatives to identify district-level financing opportunities.
• Identify direct financing gaps and engage stakeholders on community health insurance, Corporate Social Responsibility (CSR) partnerships, philanthropic financing and other local financing models.
• Support development of financing strategies for sustainable implementation and scale-up of community health interventions.
• Develop a domestic financing readiness assessment for Malawi’s m-mama project

What You’ll Bring

• Bachelor’s degree in Public Health, Health Economics, Economics, International Development, Political Science, or related field.
• Relevant graduate-level training in economics, health financing, health policy, private sector engagement, public affairs, international development, or public health.
• Progressive years of work experience in economics, health economics, public policy, health financing, or public health, in partnership with government counterparts or other policymakers
• Professional work experience in health policy, financing, governance, health economics, private sector engagement, public-private partnerships (PPPs), investment case development, and health systems strengthening is required; experience working in Malawi is an asset.
• Experience and knowledge related to the technical components of health financing (e.g., costing and cost-effectiveness analysis, resource mobilization, strategic purchasing, national health accounts exercises, resource mapping).
• Experience working with governments in a technical advisory role, especially supporting development of advocacy materials, research or other communications materials for policymakers.
• Experience working with major donors, knowledge of funding cycles and proposal development is preferred.
• Quantitative analysis experience and skills, especially experience using standard costing tools and developing costing exercises is preferred.
• Direct experience in health policy analysis in low- and middle-income countries, or resource-limited settings is preferred.

For Malawi, the range is $28,822- $44,543 USD per annum, depending upon experience doing an equivalent role. Please note that this compensation is subject to statutory taxes.
