Job Title: Accountant
Department: Finance and Treasury
Reports To: Finance and Treasury Head
Duty Station: Head Office
Job Purpose
The Accountant will be reporting to the Finance and Treasury Head. The accountant is expected to provide effective financial management, accounting, budgeting, financial reporting, and internal control services that support the Agriculture Marketing Authority’s regulatory, market development, research, compliance, and project implementation functions. The accountant is expected to ensure the accuracy and integrity of the organization’s financial records by identifying, investigating, resolving discrepancies in accounts and statements, The accountant ensures compliance with the Public Finance Management Act, applicable accounting standards, Treasury regulations, and AMA policies.
Key Responsibilities
Prepare monthly, quarterly, and annual financial statements and management accounts.
Maintain accurate accounting records, including the general ledger and subsidiary ledgers.
Process payments, receipts, journals, and bank reconciliations.
Prepare and monitor departmental and project budgets.
Monitor expenditure against approved budgets and report variances.
Manage accounts payable and accounts receivable.
Maintain the fixed asset register and oversee asset accounting.
Support revenue accounting, including levies, fees, licenses, permits, and other statutory income.
Ensure compliance with tax obligations, including VAT, PAYE, NSSA, and other statutory requirements.
Prepare cash flow forecasts and support treasury management.
Coordinate annual audits and implement audit recommendations
Strengthen internal controls and safeguard organizational assets.
Produce financial reports for management, the Board, Government, and development partners.
Support procurement processes through financial evaluation and budget verification.
Assist in developing and reviewing financial policies and procedures.
Supervise finance assistants and provide technical guidance where required.
Perform any other finance and accounting duties assigned by the Finance and Treasury Head.
Key Performance Indicators
Timely preparation of accurate financial reports.
Percentage of budget utilisation monitored and reported.
Timely completion of bank reconciliations.
Compliance with statutory reporting deadlines.
Reduction in audit findings and implementation of audit recommendations.
Accuracy of financial records and reconciliations.
Timely processing of payments and receipts.
Effective management of revenue and expenditure. Compliance with internal controls and financial policies.
Qualifications and Experience
Bachelor’s degree in Accounting, Finance, or a related field.
Professional qualifications such as ACCA, CIMA, CA(Z), or CIS is an added advantage.
At least 3-5 years of relevant accounting experience, preferably in the public sector or a statutory body.
Knowledge of international Public Sector Accounting Standards (IPSAS) or International Financial Reporting
Standards (IFRS), as applicable
Experience with accounting and financial management systems.
Competencies

Excellent analytical and problem-solving abilities.
Strong communication and report-writing skills. Good organisational and time management skills
Proficiency in Microsoft Excel and accounting software.
Ability to work under pressure and meet deadlines.
